WHAT IS THE FAERIE GLEN NATURE VILLAGE COMMUNITY PROJECT?
Faerie Glen Nature Village is a registered non-profit company (Registration No: 2021/991209/08) created by
residents in the area, aimed at enhancing community safety and cohesion. Our aim is to implement monitored
access control to make the area safer for all and to enhance the sense of community among residents.
WHY DO WE NEED ROAD CLOSURE A.K.A. MONITORED ACCESS CONTROL?
Crime in Faerie Glen has reached unaccepted levels. Adjacent areas are busy or have been closed
off and consequently, crime is spilling over into our area. Property demand and values in these closed-off areas
have on average increased, while the property values of Faerie Glen have remained relatively stagnant. Criminals
freely move into and out of the area and commit crimes which include armed robberies (many of these in
driveways), residential robberies, and vehicle thefts (amongst the highest in the country), notwithstanding many
security firms active in the area.
WHAT IS REQUIRED TO ACHIEVE THIS?
A minimum of 67% of residents in the area are required to support monitored access control before an application
can be made to the City of Tshwane. The required two-thirds majority for the permission given by residents to
implement monitored access control was reached at the end of 2023 and the application was submitted to the City
of Tshwane on the 13th of December 2023. A traffic impact study in favour of the closure was also completed and
submitted with the application.
We are expecting to get permission from the council to implement monitored access control by
September/October of 2024.
The next phase of the project requires residents to become members of Faerie Glen Nature Village
and to contribute financially towards the construction of the access gates and other security infrastructure.
In the final phase after the construction of the gates and security infrastructure, residents will contribute monthly
towards the cost and maintenance of security guards, active monitoring and a patrol vehicle.
HOW WILL ACCESS TO FAERIE GLEN NATURE VILLAGE BE CONTROLLED?
Each entrant is required to manually open the boom gate by activating a heat pad/motion sensor upon entry and
exiting the area. During this process, licence plate recognition cameras will record details of both the driver and
vehicle. The surveillance is monitored by a security firm on a 24/7/365 basis. Lockdown gates will also be
installed at all entry points, which can be closed in case of an emergency. Pedestrians and visitors will also make
use of monitored access gates at all 5 entry points.
WHAT IS THE CURRENT STATUS OF THE PROJECT?
The project consists of 3 phases, namely:
Phase 1: Obtaining Permission for Monitored Access Control and submitting the application to the City of
Tshwane. (Completed December 2023) Approval to implement access control is expected by Sept/Oct 2024.
Phase 2: Collecting financial support and contributions for the construction of the infrastructure is currently
underway. Tendering and the construction of the gates will commence once we have obtained approval and
should be completed by May 2025.
Phase 3: Operational management of the access gates and security guards will follow once Phase 2 has been
completed.
WHAT CONTRIBUTIONS ARE REQUIRED?
An initial deposit of R965 per household was required for Phase 1 which went towards the application to the City Council.
Although this phase has already been completed, residents who have not contributed towards this are urged to still make the payment for phase 1, as some of the monies budgeted for phase 2 have been used to expedite the project.
After provisional approval, an additional once-off contribution of ±R6700 per household (for estate and complex
R670 per unit) will be payable for Phase 2. This will be used for the infrastructure, construction costs and professional fees.
WHO MANAGES THE FINANCES FOR THE PROJECT AND WHERE ARE THE CONTRIBUTIONS KEPT?
The committee have appointed ProAdmin as the management firm to oversee the collection of all contributions. All
monies are kept in a trust account and payments can only be made with the permission of the committee.
HOW WERE THESE COSTS ESTIMATED AND IS THERE A BUDGET/ESTIMATE AVAILABLE FOR THE PROJECT?
The committee approached Street Safe which has successfully closed more than 19 residential areas in Pretoria to
assist in drawing up an estimate, who utilised budgets and costing models from other boomed-off areas as a reference.
The following were also taken into account when we did the calculations:
• The estimated expenses for each of the three phases.
• Determining the number and type of households in the area.
• Anticipated percentage of residents that will make financial contributions toward the infrastructure and maintenance of the project.
The Committee is currently reviewing the estimate and it is the expressed aim to prevent increased costs and to pass cost savings onto the residents in the lowering of future fees. The signing of debit orders or promises to pay will assist in confirming these estimates. The latest estimate will be shared by the end of June '24.
HOW CAN I CONTRIBUTE FINANCIALLY TOWARDS THE PROJECT?
The committee acknowledges the shifts in the economic landscape and realises that making a single payment for Phase 2 might be difficult for many households. With this in mind, the committee has introduced the option of a monthly debit order payment (which is the preferred method) or a monthly EFT payment of R600 per household. This allows for spreading the payment of Deposit 2 (and if still outstanding, Deposit 1) over the next 10-12 months, by which time we should have commenced the construction of the gates and other infrastructure.
A resident can also make a once-off payment of the total amount for Phases 1 and 2. We would appreciate the signing of an undertaking as set out in the “FGNV EFT Undertaking” form.
Based on the current estimates for the monthly running cost of the project, the monthly contribution for Phase 3 would be R600 per household. It must be stressed that the more people contribute towards the project, the lower the monthly cost per household will be.
WHAT NEEDS TO HAPPEN NEXT?
The next phase of the project focuses on the financial feasibility of the project and residents must commit to contribute financially to ensure project viability. Establishing the number of contributing households is crucial for financial planning and budgeting. The signing of debit orders, or undertakings for monthly or once-off contributions is now critical.
WHAT CAN I DO AS A RESIDENT NOW?
1. Sign and send back the debit order form which was sent by ProAdmin or;
2. Completed and sent back the EFT undertaking form that was sent by ProAdmin. Then,
a. Set up a monthly autopayment for R600 per month for a household (R60 for complex / townhouse) on your internet banking or;
b. Make a once-off payment for the first deposit of R695 (if not already) and the second deposit of R6,700. For complex units, this will be R95 for Phase 1 and R670 for Phase 2.
WHY IS THERE A DIFFERENCE BETWEEN WHAT A HOUSEHOLD PAYS AND WHAT A COMPLEX / TOWNHOUSE UNIT PAYS?
Complexes have indicated that they have implemented various security measures, especially those on the periphery of the area which contributes towards the general security of the area. Some of them have monitored access gates with guards which they are already currying the cost for. The committee has also considered the much lower participation percentages of some of the complexes in supporting the initiative when determining
complex unit contributions.

WHO IS REPRESENTING THE RESIDENTS FOR THE FAERIE GLEN NATURE VILLAGE COMMUNITY PROJECT?
The project is driven by six committee members, assisted by volunteer street leaders who represent their streets. The six committee members are Zelna Botes (Chair), Hendré Botes, Louw Middel, Angie Loubser, Christene
Jansen and Jaco van der Merwe.
The company Street Safe was appointed by the Faerie Glen Nature Village Committee to manage the application to the City of Tshwane (Phase 1) and might also be used for the tendering and construction phase of the project (Phase 2).
WHAT ABOUT THE EXISTING SECURITY AREAS AND COMPLEXES IN THE AREA?
Residents of the existing security areas need to support the initiative. The same financial contributions are not applicable as they are already paying for existing security services. These areas will retain their existing security. We have however asked these residents to consider making a small contribution towards the project, as we believe that monitored access control to the greater area will benefit them. The contributions for existing townhouses and estates are as follows:
Deposit 1: R95
Deposit 2: R670
Monthly Contribution: R60
WHAT ABOUT MY CURRENT SECURITY SERVICE PROVIDER?
Residents will retain the right to make use of their current security service provider for personal home monitoring. However, the committee hopes to negotiate better security monitoring services for the community as a whole, when the project moves to the operational phase.
HOW LONG WILL THIS PROCESS TAKE BEFORE THE ROADS ARE CLOSED?
We are hoping to be operational and have all infrastructure and services implemented by May 2025.
